Fixed a bug to prevent unnecessary payment failure alerts and made behind-the-scenes improvements for future features.

- Resolved an issue where certain card declines (like "insufficient funds") incorrectly triggered payment failure alerts for support teams. These declines, which are customer-related and not system errors, will no longer send alerts.

- Cleared out unused data to keep things running smoothly and maintain a clean system.
- Added internal tools to better monitor file processing and ensure everything stays on track.
- Continued laying the groundwork for future features, including enhancements for managing discounts and card payment surcharges.
- Tightened up security and reliability with updates to the way we verify and enforce access permissions.
